E-Governance project: Establishment Division takes the lead in transformation

ISLAMABAD, May 27 (APP): E-Governance project: Establishment Division takes the lead in transformation

 

Establishment Division has successfully implemented E-Governance project which entails submission of files electronically from lower to higher echelons for efficient disposal of official business.

 

This project was conceived under the flagship initiative of Ministry of Information Technology, which derives from the vision of Government of Pakistan for implementing E-Governance in the Federal Government to bring efficiency, transparency and accountability in the government business processes, said a press release issued here Friday.

 

The process of submission of E-files in Establishment Division was initiated in March, 2015, which went into full swing w.e.f August, 2015. In this regard, processing of varied nature of files has been shifted from paper to computer based system thereby increasing efficiency and transparency in the disposal of Government business.

 

Earlier, each and every official and officer of Establishment Division  had undergone rigorous training on the use of software for e-filing.

 

Since August, 2015; more than five thousand files have been submitted  electronically.

 

Before implementation of E-filing, a modern network infrastructure was setup and latest IT equipment was procured through transparent open competitive bidding process in line with Public Procurement Rules, 2004 and relevant Regulations made thereunder, which replaced outdated networking and IT equipment in the Establishment Division and MS Wing, Shaheed-i-Millat Secretariat, Islamabad.

 

For implementation of E-filing, 100 pc of active files and relevant  record have also been scanned. Measures have also been taken for ensuring safe storage of official record electronically.

 

Besides the above, significant progress has also been made on implementation of other E-Office application modules to automate business processes like Human Resource Management System, Performance Evaluation Reports, Mandatory and foreign trainings, Transfer/posting plan and Disciplinary proceedings etc. which are under implementation.

 

Establishment Division has the distinction of being the first Ministry/Division after Ministry of IT to implement E-filing system. The willingness and motivation of the officers in implementing E- filing project has been appreciated and highlighted even by Minister of State for IT & Telecom.

 

It is worth mentioning that the E-filing has been successfully implemented in Establishment Division by the efforts put in by its regular officers. Thus millions of Rupees have been saved by not hiring any manpower from the market.

 

The Establishment Division's E-Governance project has emerged as a model and many other Federal Ministries/Divisions and Provincial Government Departments etc. have approached Establishment Division for guidance and for replicating Establishment Division's model for implementing E-filing system in their official business process.
