The High Court Bar Association (HCBA) has said that 815 prisoners including 52 foreigners are languishing in only two Kot Bhalwal and Imphala jails of Jammu.
The Bar Association while releasing its Annual report cited the detainees and said that the authorities were deliberately delaying their production before courts on scheduled dates to prolong their detention, Kashmir Media Service (KMS) reported.
The HCBA released the report after visits to various jails in Jammu by its team members. It said that 362 detainees were imprisoned in Kot Bhalwal jail, while 453 in Imphala jail.
The report mentioned the miserable plight of the detainees and said that they were not being provided with basic facilities like proper food, medicinesand access to their counsels.
The HCBA team said that 24 out of 362 inmates in Kot Bhalwal Jail were foreigners including one Robina, who along with her three-year-old son is imprisoned in the jail. There are 28 foreigners in Imphala jail as well, the report said.
It said that foreign detainees complained that they were not delivered money orders and parcels, sent by their families. The detainees, it pointed out, have been voicing their grievances over the years, but to no avail. It asked for working out some mechanism to resolve the issue.
The names of team members, who visited the jails included Advocate Aijaz Baidar, Anwarul Islam Shaheen, Hakeem Hameed Shafi, Arshad Andrabi, Muhammad Ashraf Dar and Muhammad Shafi Reshi.
