Karachi may emerge as separate administrative unit under federal government: Report

KARACHI – As Karachi continues to plunge into new depths administrativefailures, a proposal is under consideration to make the metropolis aseparate administrative unit, GNN has learned.

As per details garnered, the committee—constituted to solve miseries of theKarachi—has finalized its initial draft.

Under one suggestion, it has been proposed to make Karachi a separateadministrative unit under federal government.

Talking exclusively to the GNN, Federal Law Minister Faroogh Naseemreferred to Article 149 (4) of the Constitution on the matter.

The Article 149 (4) reads, “The executive authority of the Federation shallalso extend to the giving of directions to a Province as to the manner inwhich the executive authority thereof is to be exercised for the purpose ofpreventing any grave menace to the peace or tranquillity or economic lifeof Pakistan or any part thereof.”

Replying to a question, the law minister stated that there is no need totake Sindh govt into confidence nor would it agree on it. Naseem added,“The Article 149 (4) does not state that Sindh govt or any govt for thatmatter must be taken into confidence. Federal govt enjoys jurisdiction toissue such executive orders directly.”

Replying to another about Prime Minister (PM) Imran Khan’s response on thesuggestion, the minister stated that proposal has just come underconsideration and that PM’s response will emerge accordingly.
