Lt General Munir Afsar new Chairman NADRA: Profile and career

Lieutenant General Munir Afsar has assumed the role of Chairman at theNational Database and Registration Authority (NADRA). Currently holding theposition of IG Communication and IT at GHQ, General Afsar’s background isrooted in the 16 Punjab Regiment.

Prior to General Afsar’s appointment, the acting Chairman of NADRA was AsadRehman, who had taken on this role after the resignation of Tariq Malik onJune 13. Tariq Malik’s departure marked a significant change in theleadership of this vital institution.

It’s worth highlighting that the Nadra Ordinance, which governs NADRA’soperations, expressly dictates that only an independent individual can beappointed as its Chairman. This stipulation disqualifies governmentofficials, retired officers, or secretaries from holding this esteemedoffice.

However, the situation took a turn in August when the interim federalcabinet gave the green light to controversial regulations that now allowmilitary personnel to be appointed as the head of NADRA, marking asignificant shift in the eligibility criteria for this crucial position.

General Munir Afsar’s appointment as NADRA’s Chairman not only signals achange in leadership but also raises questions about the impact of thisdecision on the institution’s future direction and its adherence to theNadra Ordinance’s original principles. The move to allow military personnelto hold this position reflects a departure from previous practices andinvites a broader discussion on the organization’s role andresponsibilities in Pakistan’s governance landscape.

It remains to be seen how General Afsar’s leadership will shape NADRA’soperations and its ability to serve as a reliable and independent authorityfor registration and database management.
