ISLAMABAD: In a dramatic diplomatic outburst that has sent shockwaves across East Africa and beyond, Uganda’s Chief of Defence Forces General Muhoozi Kainerugaba has demanded a minimum of one billion dollars from Turkey along with the most beautiful woman in the country to become his wife.

The demands, posted directly on the social media platform X on April 11 2026, came with a stern 30-day ultimatum threatening to close Turkey’s embassy in Kampala and sever all diplomatic ties.

General Muhoozi framed the one-billion-dollar figure as a long-overdue “security dividend” for Uganda’s nearly two-decade military commitment in Somalia.

Ugandan troops under the African Union Transition Mission in Somalia have operated since 2007 providing security that enabled Turkish economic gains including control of Mogadishu port and airport projects.

Regional media outlets such as Kenya Times and Shabelle Media Network reported that Uganda bore the brunt of operational costs and casualties while Turkish firms reaped infrastructure benefits estimated in hundreds of millions of dollars.

The general who is also son of President Yoweri Museveni stated explicitly that Turkey must pay before any talks can begin or face immediate embassy closure.

He added without hesitation that Uganda would have no objection if its own embassy in Ankara were shut down in retaliation.

On top of the cash demand the general wrote in a follow-up post “On top of the one billion from Turkey I want the most beautiful woman in that country for a wife.”

The sensational personal request has ignited widespread online debate and mockery across African and international platforms.

Uganda’s contribution to Somalia missions peaked at over six thousand troops at times according to African Union records with the country suffering hundreds of fatalities in battles against Al-Shabaab militants.

General Muhoozi has repeatedly highlighted these sacrifices claiming Turkey profited from the stability Ugandan forces helped create without contributing fairly to the security burden.

The ultimatum coincides with Uganda’s earlier announcement in January 2026 of plans to fully withdraw troops from Somalia after 19 years of continuous deployment.

Regional analysts note that Turkey maintains a major military training base in Mogadishu known as TURKSOM and has invested heavily in Somali ports airports and reconstruction projects since 2011.

No immediate official response has emerged from Ankara or from Uganda’s foreign ministry though General Muhoozi’s influence as a potential presidential successor makes his statements highly significant.

The episode adds to the general’s pattern of provocative public statements including recent offers to deploy up to 100 000 Ugandan troops in support of Israel amid regional tensions.

Diplomatic observers in East Africa describe the demands as unconventional and likely to strain relations between Kampala and Ankara which have previously cooperated on trade and security matters.
