ISLAMABAD: The government of Pakistan Tehreek-e-Insaf (PTI) is all set torevamp the Prime Minister’s Delivery Unit and launch an online facilitationsystem to redress complaints of citizens and improve coordination amongministries and different tiers of governance.
According to official sources, the Prime Minister’s Delivery Unit is beingreorganized and revamped by utilizing ICT-based systems to make it moreefficient and improve its effectiveness.
The purpose of this reorganization is to facilitate the general public,overseas Pakistanis and foreigners and promptly redress their grievances.
The system will also ensure facilitation of parliamentarians in pursuanceof their issues with the federal ministries and divisions and otherconcerned government entities to enable them to easily identifycorrespondence and time lines communicated to them by PMDU.
The PMDU is setting up a Task Management System for the purpose of ensuringmore efficient coordination between the Prime Minister’s Office (PMO) andfederal ministries/divisions along with the attached entities and officesof the Chief Secretaries.
The system will ensure efficient tracking of any specific task related to aconcerned ministry/division and issues related to office of the ChiefSecretary or a general task, which would be monitored by the Prime Ministerpersonally.
All such tasks with implementation timelines will be communicated to theconcerned offices from the platform of the PMDU.
The focal persons nominated by all offices have already been trained onvarious aspects of the system during a daylong session.
For the purpose of pursuing the assigned task, a follow up mechanism hasbeen devised wherein a colour coded theme will be applied on the officialcorrespondence of PMDU and on the dashboard of the Task Management System.
Green paper will carry instructions of general nature, communicating taskswith timelines. Yellow paper will serve the purpose of reminder when 50percent of the time stipulated for an assigned task elapses.
Yellow paper will also be used for communicating instructions and tasks ofurgent nature. Red letter will serve as a final reminder upon lapse of 90percent of the assigned timelines.
This will help all concerned to clearly identify letters of PMDU from otherofficial correspondence. All the assigned tasks communicated from theplatform of the PMDU will be time bound and the concerned entity has toensure compliance.
PMDU will work with the vision to promote citizen-centric and participatorygovernance.
The primary objective of the unit is to provide citizens an opportunity toseamlessly communicate with all government departments and get the issuesresolved on priority.
The unit will put forward recommendations for amendment and simplificationof cumbersome official procedures for the purpose of assuring facilitationof public.
A convenient 24/7 window through Pakistan Citizens Portal (PCP), toll freenumber, email and social media platforms will be provided and citizens canraise issues, lodge complaints, acquire services and give proposals to thegovernment organizations.
The PMDU will also have oversight on the issues raised by theparliamentarians through 24/7 Parliamentarian Facilitation Portal (PFP).
The Ministry of Parliamentary Affairs will be the custodian of the system.It will facilitate overseas Pakistanis through a dedicated section in thePakistan Citizens Portal.
