Pakistan Railways unveils mega rehabilitation plan

ISLAMABAD: Pakistan Railways is planning to rehabilitate as many as 119 olddiesel electric locomotives, laying of new and upgrade existing tracks onPublic Private Partnership and Build-Operate-Transfer (BOT) basis.

In this regard, bids are invited on two stage procedure for laying newrailway tracks and upgrade the existing on different sections from theinterested national and international firms, an official in the Ministry ofRailways told APP.

Giving details, he said 50 diesel electric locomotives manufactured byGeneral Electric, United State of America (USA) and 69 manufactured byDalian Locomotives and Rolling Stock Works, China out of 119 locomotives.

He said that Pakistan Railways will upgrade existing Main Line -2(ML-2)from Kotri to Attock City (1254 kms), ML-3 from Rohri to Quetta (384 kms),Spezand (Quetta) to Kohe Taftan (613 kms, Standard Gauge), ShahdaraBagh-Sialkot-Wazirabad (182 kms) and Sangla Hill-Wazirabad (111 kms).

The laying of new tracks are including from Gwadar to Mastung (900 kmsStandard Gauge) and from Besima to Jacobabad (360 kms Standard Guage) andlaying of additional railway track from Shahdara to Faisalabad andupgradation of existing lien (135 kms), he said.

He said the interested national and international firms can downloadbidding documents from Pakistan Railways website (www.pakrail.gov.pk) andPublic Procurement Regulatory Authority (PPRA) website (www.ppra.org.pk).

The official said the firms, joint venture having international experienceof building new railway lines and up-gradation/rehabilitation of existinglines and locomotives preferably on PPP/BOT basis are invited toparticipate in the bidding process.

He said the prospective firms would submit their proposals by April 23 andthe proposal will be opened on the same date in the presence of authorizedrepresentative, who chose to witness.

Pakistan Railways has already floated international tenders for procurementand manufacturing of 230 High Speed Passenger Carriages and 820 HighCapacity Freight Wagons, he said.

He said the selling date of the tenders is up to March 27 and tenders wouldbe opened on March 28.

The department has planned the upgradation and modernization for enhancingthe productivity of Locomotive Factory Risalpur, Carriage FactoryIslamabad, Central Diesel Locomotives Workshop Rawalpindi ad MughalpuraWorkshops on joint venture basis. The tender in this regard will beadvertised soon.
