ISLAMABAD – The federal government is all set to present draft of legalreforms for parliament’s approval expecting speedy justice and improvementin the efficiency of the judicial system as well.According to the agenda of the PTI led government to introduce the judicialreforms and ensure justice-based social system, the government hascompleted necessary preparations and is in contact with different coalitionpartners to ensure their support in getting the the proposed legal reformsapproved from Parliament.
This legal reforms agenda included two amendment bills and five new piecesof legislation, APP has learnt. The sources said that these legislativeproposals would be considered by the federal cabinet soon following whichthese would be presented in the Parliament for approval.The drafted bills, the source said included the Code of Civil Procedure(Amendment) Bill; the Service Tribunals (Amendment) Bill; the Letters ofAdministration and Succession Certificates Bill; the WhistleblowerProtection and Vigilance Commission Bill; the Enforcement of Women’sProperty Rights Bill; the Legal Aid and Justice Authority Bill and theCriminal Law Reforms Bill.A concept of two tier system has been introduced for speedy conclusion ofthe trials in the Code of Civil Procedure (Amendment) Bill. The ServiceTribunals (Amendment) Bill aims at redressal of grievances of the CivilServants and reduce the workload on the High Courts.
The Letters of Administration and Succession Certificates Bill has thepurpose to ensure issuance of Letters of Administration and SuccessionCertificates to the legal heirs of the deceased within 15 days of death,with the help of NADRA.The Whistle Blower Protection and Vigilance Commission Bill aims to giveincentive and protection to the whistle-blowers in order to give momentumto the anti-corruption drive in the country.The Enforcement of Women’s Property Rights Bill would give the women rightto file complaints with Women Ombudsperson in case they are illegallydeprived of ownership or possession of their properties.The Legal Aid and Justice Authority Bill aims to promote access to justiceby providing affordable, accessible and credible legal aid, financial andother services to the poor and vulnerable sections of the society incriminal cases.The Criminal Law Reforms Bill suggests to make amendments in Pakistan PenalCode and Code of Criminal Procedure to ensure speedy and expeditiousjustice.The source said that similar legislation would be introduced in assembliesof the other four provinces and the present proposals are for IslamabadCapital Territory. He said that political parties sitting on the governmentbenches in the Parliament are in contact for legislation to introducejudicial reforms to root out the menace of corruption from governmentinstitutions and to ensure justice-based social system.
