NEW DELHI – While emphasising that the “rise of China” and its “growingassertiveness” pose the most significant long-term challenge to India, thedocument written by Indian Army General DS Hooda said, “An unsettled borderprovides China the opportunity for selective provocation at a time of theirchoosing.

The ongoing border talks are achieving no major breakthroughs and focus onnegotiations must shift to accurately defining the Line of Actual Control(LAC).”

Stating that India desires a peaceful relationship with China, the documentasserts that India-China relations need not to be viewed only in terms of a”long-term strategic rivalry”, since there are many “areas of cooperation”.

“As growing economies, the countries share comfortable comparablechallenges, aspirations and development goals,” it said.
