President Dr Arif Alvi has said provision of education and equal job opportunities is responsibility of the state.
He was addressing a function held in Islamabad on Monday, in honour of orphan children under the auspices of Pakistan Orphan Care Forum.
He said there is no substitute to parents, but the state and the society should provide enabling environment to a child to nurture.
