ISLAMABAD: The Bureau of Emigration and Overseas Employment has extendedthe deadline for obtaining a soft skills certificate required for protectorregistration aimed at employment in Gulf countries, alleviating concernsamong thousands of Pakistani workers planning to migrate for jobs. Theoriginal requirement was set to take effect from February 1, 2026, but hasnow been postponed to March 1, 2026, following official notification.
This extension addresses practical challenges faced by applicants incompleting the mandatory training module, which is designed to equipworkers with essential interpersonal and professional competencies valuedin international labor markets. The soft skills certificate, offeredthrough an online platform linked to the Overseas Employment Corporation,covers topics such as communication, workplace ethics, time management, andconflict resolution, ensuring better adaptation to diverse workenvironments abroad.
The BEOE emphasized that the measure aims to facilitate smoother emigrationprocesses while safeguarding the interests of Pakistani emigrants.Officials noted that the policy targets those seeking employment in GCCnations through licensed overseas employment promoters or directregistration, where protector clearance remains compulsory for legaldeparture and protection under bilateral labor agreements.
Prior to this adjustment, the bureau had clarified misconceptionscirculating on social media regarding the scope of the requirement. Certainreports inaccurately suggested that an online e-protector certificate alonewould become mandatory for all outbound workers from February 1, 2026. TheBEOE refuted such claims, stating that irresponsible elements werespreading unfounded rumors to create unnecessary anxiety among the public.
The soft skills module forms part of broader reforms to enhance the qualityof Pakistan’s overseas workforce. Introduced progressively since late 2025,the certification is accessible free of charge via official portals, withcompletion typically requiring a few hours of online modules andassessments. Successful participants receive a verifiable digitalcertificate, which must be presented during protector registration toobtain emigration clearance.
This initiative aligns with government efforts to improve employability andreduce vulnerabilities faced by Pakistani laborers in Gulf countries, whereover two million workers contribute significantly to the national economythrough remittances.
