ISLAMABAD (APP): The National Assembly on Tuesday introduced five Private Members Bills including “The Prevention of Malpractices in Academia Bill, 2016”, “The Pakistan Minorities Rights Commission Bill, 2016”, “The Criminal Laws (Amendment) Bill, 2016”, “The Protection of Minorities Bill, 2016” and “The Technical Educational Institutions, Medical Educational Institutions and Universities (Regulation of Fee) Bill, 2016”.
These bills were moved by Shakila Luqman, Sanjay Perwani, S.A. Iqbal Quadri and Nikhat Shakeel Khan.

The chair referred these bills to the concerned Standing Committees for further debating.
Speaking on the bill, Minister of State for Federal Education Engr Muhammad Baligh ur Rahman said Higher Education Commission (HEC) had the rules to stop plagiarism and other malpractices in the universities.
He said the government did not opposse the bill and send to the concerned committee for further discussion with all relevant stake holders.
Parliamentary Secretary Khalil George replying to a question said the bill regarding establishment of Pakistan Minorities Rights Commission already existed in the country.
The commission, he said, had six governments and eight non-government members, adding we did not oppose the bill and it will be sent to standing committee for further discussion.
Sanjay Perwani also diverts attention of the house towards the necessary amendment in the criminal law so that fair trials could be held and the criminal could get the copy of challan and FIR.
Minister of State for Interior & Narcotics Engr Muhammad Baigh ur Rahman replying to the question said these amendments would be held in consultation with the provinces and the bill would further be discussed in the standing committee.

Sanjay Perwani asked for presentation of another bill to stop force marriages, force child labor and the violation of other human rights.
Minister for Law Zahid Hamid replying to the question said the law was already existing, adding nobody was allowed to violate it. It will be referred to standing committee for further discussion.
Dr Nikhat Shakeel Khan draws the attention of the lower house towards the regulation of fee in technical educational institutions, medical educational institutions and universities Regulation of fee Bill 2016.
She said according to the Article 25A, education was the right of each citizen.
She said children were achieving top positions in boards in matric and secondary education but they could not afford fee in the higher education.
She suggested the establishment of a council consisted of ministers and senior officials to make a rule through which the poor students can get free education in
higher education institutions.

Minister of State for Federal Education replying to the question said the government has already established an institution named as Private Educational Institutions Regulatory Authority (PEIRA) which is working to regulate private schools for not overcharging fee dues from the students.
Higher Education Commission (HEC), he said, is funding all educational intuitions for the fee of deserving students.
The matter should be sent to standing committee for further discussion, he said.
