ISLAMABAD: Pakistan, Italy, Spain and Greece have sealed a landmark agreement to combat illegal migration through coordinated action while actively expanding legal migration channels, delivering substantial benefits to overseas Pakistanis already in Europe and those aspiring to reach the continent safely.

The deal, finalised during a high-level four-nation conference in Rome on February 26, 2026, marks a shift from enforcement-only approaches to one that balances security with opportunity. Interior Minister Mohsin Naqvi led Pakistan’s delegation, engaging directly with Italy’s Matteo Piantedosi, Spain’s Fernando Grande-Marlaska and Greece’s Athanasios Plevris.

European partners commended Pakistan’s domestic crackdown, which has produced a reported 47 percent reduction in irregular migration flows to their shores. This success stems from intensified operations against human smuggling networks, stricter border and airport controls, and dismantling facilitation syndicates.

For overseas Pakistanis in Europe, the agreement brings immediate relief and long-term gains. By prioritising legal pathways, it reduces the constant threat of deportation or precarious undocumented status that many face after arriving via irregular routes.

The focus on structured employment opportunities directly addresses labour shortages in key sectors across Italy, Spain and Greece. These include agriculture, construction, hospitality, shipbuilding and seasonal work, where Pakistani workers already contribute significantly.

Italy has committed to issuing 10,500 work visas for Pakistani nationals over the coming years, with annual quotas around 3,500. Discussions in Rome explored extending comparable schemes to Spain and Greece, potentially creating thousands more regulated positions.

This development empowers overseas Pakistanis to transition from vulnerable informal work to secure, documented employment. Legal status brings access to social protections, healthcare, fair wages and family reunification options previously out of reach for many.

The pact also strengthens repatriation mechanisms for serious criminal offenders, but emphasises humane treatment for genuine migrants. Enhanced cooperation ensures that those who comply with legal channels face fewer risks of exploitation by smugglers.

Overseas Pakistanis stand to gain from improved bilateral ties. Pakistan and Greece agreed to finalise a long-pending Migration Cooperation Agreement, formalising ongoing collaboration and opening doors for skill-based mobility.

European Union support will bolster Pakistan’s capacity-building efforts, including training and technical assistance. This indirectly benefits diaspora communities by sustaining the downward trend in irregular migration and encouraging orderly flows.

The agreement counters the deadly dangers of Mediterranean crossings, which have claimed numerous Pakistani lives in recent years. By promoting safe alternatives, it protects families and preserves human capital that irregular routes often destroy.

For those already settled in Europe, the shift toward legal pathways eases integration pressures. Regularisation programmes or easier renewals could follow as governments recognise documented contributions from Pakistani workers.

The four nations plan to convene their next meeting in Pakistan later in 2026. This move reinforces commitment and allows progress tracking on visa quotas, joint operations and legal channel expansions.
