ISLAMABAD – Federallink Secretaryfor Petroleum Friday told the Senatelink Standing Committeeon Petroleum that 24 news link blocks foroil link & gaslink exploration had beenawaiting security clearance fromlink ministry of defensefor last six months.
He was briefing the senatelink committee headed bysenator Mohsin Aziz, on petroleum policy of 2012.
Briefing the committee, the Director General (DG) Planning Commission saidthat the total oil link andgas link production in thecountry for the year 2018-19 was 89,030 BBL oillink per day and 3,935 MMCFDgas link.
The overall energy mix of the country comprises of Gaslink 34%, LNG 9%, oillink 31%, LPGlink 1%, Coal 13%, and othersources 8 %.
The total sedimentary area was told to be of 827, 268 square kilometers andthe area under exploration is 224,976 square kilometers.
As of today, the total discoveries have been 394 with 85 of oillink and 309 of gaslink with a success rate of34%.
The Petroleum (exploration and production) policy 2012 which governed thecomplete process associated with this sector was approved by Council ofCommon Interests (CCI), the DG said.
The briefing also included the process of awarding blocks, the fiscalregime and licensing zones, producers’ oillink and gaslink pricing mechanism,royalties and income tax, incentives for unconventional hydrocarbons andother obligations including social welfare in the local population.
The Committee sought complete details of how much moneylink had so far been spenton corporate social responsibility and social welfare and details ofdevelopment or infrastructural work done.
The Committee was told that except Khyber Pakhtunkhwalink, theother three provinces had not yet nominated a focal person who would workwith the DG Planning Commission to ensure smooth implementation of Article172(3) that talks about joint and equal vesting of oillink and gaslink productions.
The Committee decided to write a letter to chief secretaries of the threeprovinces in this regard.
The committee discussed the resolutionlink passed by theHouse in 2016 link regardingsupply of natural gas link toresidents of Circles Lora, Baghan, Bakot, Upper Lower Galiyat on prioritybasis.
The mover, Senator Javed Abbasi, told the Committee that after detailedconsultations and in-depth survey of the area the estimate drawn of area ofone circle link was morethan Rs 2 crores.
He suggested that the supply of gaslink could be arranged inphases to ensure timely completion of the process. The Committee directedSNGPL link to work out theplan with the mover and report to the committee.
