All provincial revenue authorities have come together for the developmentand implementation of a “Single portal and Single return,” by the PakistanRevenue Automation Limited (PRAL) for ease of doing business, andharmonization of sales tax, Business Recorder reported on Monday.
The news report said that the provincial revenue authorities have alsoasked the Federal Board of Revenue (FBR) to move quickly for the completionof the task.
Quoting sources, the report said that the decision had been taken duringthe latest meeting of the Inter-Provincial Sales Tax Coordination Committee(IPSTCC), which met in Karachi on October 17, 2020, to identify thevariations in the substantive and procedural sales tax law forharmonization, with a view to improving the ease of doing business in thecountry.
The meeting was hosted by the Sindh Revenue Board (SRB) and was attended bythe chairpersons of the SRB and the Punjab Revenue Authority (PRA), alongwith all members of the SRB, and representatives of the Balochistan RevenueAuthority (BRA).
Officers of the Khyber-Pakhtunkhwa Revenue Authority (KPRA) joined themeeting virtually. The representatives of the Pakistan Software HouseAssociation (PASHA) supported by the Pakistan Software Export Board (PSEB)and the Ministry of Information Technology and Telecommunication, were alsoinvited to the meeting.
The IPSTCC decided to develop a working paper for harmonization of the taxrates for the inter-provincial services (provided from one province toanother province), and make recommendations for reduced tax rate slabswithin the existing framework of the provincial sales tax laws.
The committee also reviewed the schedules of taxable services given in thesales tax laws of the four provinces and aimed for ensuring uniformity ofdescription and classification. A roadmap was also developed for developinga working paper and implementation of the “negative list” regime for salestax on services.
