PESHAWAR (APP): The Khyber Pakhtunkhwa Assembly Monday passed KP Urban Mass Transit Bill, 2016 for the planning, establishment, regulation and management of modern and sustainable mass transit and complimentary urban mobility systems in the province.

The bill was moved by Advisor to Chief Minister for Transport in the house on behalf of CM with Deputy Speaker, Mehr Taj Roghani in the chair.
Under the Act, the provincial government would establish KP Urban Mobility Authority to exercise such powers and perform such functions as may be signed to it by government from time to time for the establishment and regulation of mass transit system.
The authority may exercise the jurisdiction over public transport vehicle and route permits within the area of responsibility. It would prepare a road map for a period of five years, plans, strategies, documentation of investment projects in sufficient detail into declared project status for the approval of government which would be evidence based, effect sound technical analysis, report during the previous five years.

The affairs of the authority would be supervised by a Board of Directors with Chief Minister as its Chairman and Minister for Transport as Co-Chairman.
The hasty passage of the bill by the house created ruckus in the house, as the legislators of joint opposition stood up to oppose the bulldozing of such important legislation.
Taking the floor, the parliamentary leader of ANP, Sardar Hussain Babak was critical of the partisan behavior of the Deputy Speaker. He said that the seat is constitutional, but it has become subservient to the government. He said that the partisan attitude of the Deputy Speaker would compel them to conduct the proceeding by their own.
Responding to the outburst of opposition, Provincial Minister Shah Farman said that legally after presentation in the house a bill is passed within a period of three days and the present bill was tabled 12 days ago.

He agreed in principles that amendments should be included in it, but clause by clause and para by para discussion will consume long time.
The Deputy Speaker, Dr. Meher Taj Roghani later adjourned the proceedings of the house till 3:00 PM of Tuesday.
