The Council of Islamic Ideology (CII) has tentatively approved the participation of women in Hajj without a mahram.
In a communication to the Ministry of Religious Affairs, the CII outlined specific conditions for women undertaking Hajj without a mahram, stating that women accompanied by trustworthy female companions could proceed.
Additionally, if a woman sought to perform Hajj without a mahram, parental consent was deemed necessary, and in the case of marriage, approval from her husband was also required.
The council emphasized that a woman without concerns about threats or dangers during the Hajj journey could undertake it without a mahram, suggesting that the Ministry of Religious Affairs should investigate and grant permission after scrutinizing the group members if a woman planned to go without a mahram.
