The Council of Islamic Ideology (CII) has tentatively approved theparticipation of women in Hajj without a mahram.
In a communication to the Ministry of Religious Affairs, the CII outlinedspecific conditions for women undertaking Hajj without a mahram, statingthat women accompanied by trustworthy female companions could proceed.
Additionally, if a woman sought to perform Hajj without a mahram, parentalconsent was deemed necessary, and in the case of marriage, approval fromher husband was also required.
The council emphasized that a woman without concerns about threats ordangers during the Hajj journey could undertake it without a mahram,suggesting that the Ministry of Religious Affairs should investigate andgrant permission after scrutinizing the group members if a woman planned togo without a mahram.
