ISLAMABAD – Chief Justice of Pakistan Mian Saqib Nisar launched PoliceReforms committee Report titled “Police Reforms: Way Forward” at a specialceremony at Supreme Court in Islamabad on Monday.
The report provides some major recommendations to overhaul the policingsystem.
The recommendations include redress of public grievances by establishingcomplaint redress mechanisms at Central Police Office level, regionallevels across all provinces and Islamabad Capital Territory and in thedistricts.
Similarly, Provincial Justice Committees will also be made operational.
The report recommends improving quality of investigation by establishmentof state of the art training institutes and better forensic support.
It includes revamping the urban policing by organizing the police commandin urban districts into eight wings including administration, traffic,operations, law and order, investigations, security, community relationsand communications and technology.
The report suggest an efficient Alternate Dispute Resolution mechanism toreduce the burden on courts and the federal; law of Alternate DisputeResolution Act, 2017 be extended to whole of the country or provincesshould replicate it.
The report recommends establishment of mediation centers, institutes ofarbitrators and mediators in all provinces.
It has been suggested that efficiency of Criminal Justice System beenhanced by addressing the issue of multiplicity of laws on differentsubjects.
The report recommends that the National Counter Terrorism Authority Act,2014 be implemented in letter and spirit.
Police Reforms Committee has also suggested legislative reforms andcontinuity of a uniform federal police law. The Committee recommended thatimportant amendments be made in the police related laws like the CriminalProcedure Code and Qanoon-e-Shhadat Ordinance.
The Committee also recommended that lawmaking be linked with budget makingso that when laws are formed their implementation does not fall prey topaucity of resources.
Addressing the launching ceremony, Chief Justice Mian Saqib Nisar said thereport provides a roadmap to revamp the police department keeping in viewthe modern challenges.
He expressed the hope that implementation of the report in letter andspirit will bring about a visible change in the functioning of thedepartment.
The Chief Justice said depoliticizing police and making it people friendlyare at the core of the recommendations.
He said a strong police force is a pre requisite for providing atransparent and efficient justice system in any country.
The Chief Justice said rule of law is imperative for peace and prosperityof the society. He stressed that police has an important role to play inmaintaining law and order, and ensuring rule of law in the country.Therefore, it is important that the force must be made fully independentand strong.
