QCCM: A new counter terrorism regional bloc of Pakistan - China - Afghanistan - Tajikistan

BEIJING: (APP) Pakistan, China, Afghanistan, and Tajikistan have agreed that terrorism and extremism are serious threat to regional stability.

An understanding to this effect was reached during a meeting on Quadrilateral Cooperation and Coordination Mechanism (QCCM) of the military leadership of the four countries in Urumqi on Wednesday.

The meeting fully appreciated the unremitting efforts taken by the militaries of the four countries against the forces of terrorism and extremism.

The participants reiterated to cooperate for tackling these forces for peace and stability of all member countries.

The forum will coordinate and provide mutual support limited to four countries only in the fields of counter terrorism situation evaluation, clue verification, intelligence sharing, counter terrorism capacity building, counter terrorism joint training exercises and personnel training.

It was also agreed that all decisions reached by the QCCM would be based on mutual consultation and consensus.

The parties agreed that the QCCM should adhere to the principles of UN charter and other universally recognized principles and norms of international law, specially those on maintaining peace and security, safe guarding independence and equality with mutual respect for sovereignty and territorial integrity, mutual non-aggression and non-interference in each other’s internal affairs.

It was emphasized that formation of the QCCM is not targeted against any other state or international organization.

Army Chief General Raheel Sharif, Chief of General Staff of Afghan National Army Qadam Shah Shahim, Chief of Joint Staff Department of Central Military Commission (CMC) of China General Fang Fenghui, and First Deputy Defence Minister of Tajikistan Major General E. A. Cobidrzoda attended the meeting.

This Quadrilateral forum of four regional countries on counter terrorism and intelligence sharing is aimed at jointly curbing the menace of terrorism Which is adversely affecting the social and economical fabric of all four states.

Additionally for Pakistan it can help in reducing the mistrust between Pakistan and Afghanistan where China can act as the mediator and the guarantor between the two states.

China can be beneficial in this Quadrilateral forum as East Turkeministan Islamic Movement ETIM which is responsible for the majority of the terrorist attacks in the Xinkiang province of China has its roots in the Afghanistan areas adjoining China border can also be curtailed and eradicated.
